What “Non-Toxic” Actually Means on a Pan
The word is not regulated. Four things printed next to it are, and those are the ones worth reading.
Non-toxic is not a legal word.
No agency says what it has to mean, and no lab signs it off before it goes on a box. The FTC has a rule on those two words, and all it asks is that a maker holds evidence for the claim. It never sets the meaning. A pan maker can change coating suppliers and the box still reads the same.
Four other things on that box do mean something, because somebody had to measure them before printing them. You can check all four in one minute. They say more about how long the pan lasts than the front of the box.
Who checks the word
Food contact rules in the United States work on the material, not on the adjective. The FDA clears the substances a coating is allowed to be made from, and for this class of coating that sits in 21 CFR 175.300. The clearance covers chemistry. The word on the front sits outside it.
California went further in 2021.
AB 1200 makes cookware sold in the state list the chemicals added on purpose that sit on a California watch list. Websites carried it from January 2023, labels from January 2024. The same law blocks a free-of claim on one chemical when another from that family is in there on purpose.
So the useful move is to leave the front of the box and go find that list. A maker who publishes it has written down what is in the coating. If the list takes more than two minutes to find, you are buying the adjective.
Non-toxic is unregulated wording. The chemical disclosure list sitting behind it has been law in California since January 2023, and any maker shipping there already has one written.

Ceramic pans are not pottery. The non-stick layer is a sol-gel coating, sprayed on and cured with heat, and its chemistry is silicon and oxygen. Same backbone as glass. It ends up as a hard glassy network.
That network is what food slides off. It is hard, and hard is brittle. Metal tools and dropped lids take chips out of it, and a chip stays a chip.
Why a ceramic pan stops releasing
Most sticky ceramic pans have not worn through their coating. They have gained a second one.
Heat a thin film of oil past its smoke point and it does not burn away. It polymerizes. The oil molecules link into a solid film and bond to the surface under them.
Repeat that a few hundred times and the pan is wearing a brown varnish. Food sticks to the varnish. The ceramic underneath is still doing its job.
That layer comes off. Warm water, a paste of baking soda, a soft pad and twenty minutes take most of it back. Plenty of pans get replaced for a problem that was cleanable.

The bit that gets mixed up
PFOA and PTFE are two different things, and the long argument about pans mostly ran on the first one. PFOA was a processing aid used in making PTFE.
In 2006 the EPA and eight manufacturers agreed to take PFOA out of products and emissions by the end of 2015. The companies in that agreement stopped using it.
That leaves a materials question rather than a headline.
Two coating chemistries, and they give up in different ways. PTFE has the lower safe temperature. Ceramic takes more heat, and its release fades with use.
Once the disclosure list is in front of you, the rest of the choice is about how long the pan lasts.

The chemical list, in writing. A list of what was added on purpose, not a claim about what is absent. It sits on a page you can reach from the product.
The base, as a number in millimeters. A coating can only stay as flat as the metal under it, and thin pressed aluminum moves on a hot burner. Makers who build a thick base print the figure. The rest print the word heavy.
An oven limit with a temperature on it. Oven safe on its own says nothing. The handle usually sets the real limit rather than the coating, so the number quietly tells you what the handle is made of.
Whether one piece can be bought on its own. A set you cannot break up is a set you replace whole the first time one pan goes.
Rules here means two of the four sources named at the foot of this page, the food contact clearance and the California disclosure law. Neither one asks for the rest, so anything a maker prints beyond them is a choice. The four checkable things are all in the rows below, and three more sit with them that no label is ever asked to mention.
